2024 Election Rules & Guidelines
For National Election

Qualifications of President-Elect Nominee/s

Must be a regular member in good standing of a recognized chapter of PAMET-USA, Inc. as defined in the PAMET USA, Inc. CBL and admin manual.


2. Must have attended 2 BNCs and 2 EBMs for the past six (6) years and should be a current or past officer of a local chapter.


3. Must be a current or previous licensed/certified medical laboratory professional.


4. Must be willing to devote time and commitment to serve and attend the BC, EBM, and other related national and chapter activities during his/her term of office.
 

Qualifications of Candidates for National Executive Board

1st Vice President, 2nd Vice President, 3rd Vice President
Recording Secretary, Corresponding Secretary, Treasurer, Assistant Treasurer, Auditor
Business Manager, Press Relations Officer, Five (5) Board of Directors

  1. Must be a resident or citizen of the United States of America 

  2. Must be a regular member in good standing of a recognized chapter of PAMET-USA, Inc. for at least two (2) years, as defined in the PAMET USA, Inc. CBL and admin manual.

  3. Must be a current or previous licensed/certified medical laboratory professional.

  4. Must be fully registered delegate of the 19th Biennial National Convention.

  5. Must be present at the 19th Biennial National Convention.

  6. Must be willing to devote time and commitment to serve and attend the BNC, EBM, and other related national and chapter activities during his/her term of office.

Nomination Procedure

  1. All the nomination forms must be accompanied by a photo and written qualifications of the nominee in no more than (100) words. 

  2. The completed nomination forms with both signatures of nominee and nominator appropriately dated should be submitted solely through email to Christian Pablico, Chair of the Nominations & Elections Committee at christianpablico@yahoo.com .  It is understood that the electronic signatures on the nomination forms are binding and are reflective of the nominee’s acceptance of the nomination.

  3. All completed nomination forms emailed to christianpablico@yahoo.com  will be acknowledged through email after verification of each nominee.  It is the responsibility of each nominee to validate his/her email address on the submitted nomination form.

  4. The opening dates of the nominations will be at 8:00 AM PST on June 2, 2024 and will close on July 1, 2024. Nomination forms that are emailed thereafter shall be null and void.

  5. The completed roster of qualified candidates shall be posted through the President’s communique and on the PAMET-USA website at 9:00 AM PST on July 2, 2024. Campaigning will ONLY be allowed after said roster has been posted on the website.

  6. Regulations not covered above shall be covered by the by-laws of the constitution and the Administrative Manual

July 3, 2024 to July 31 2024

Election Rules & Guidelines

  1. Only regular members in good standing, fully registered delegate of the national convention, staying at the headquarter hotel and/or booked reservations at the official travel agent, and must be present at the national convention are entitled to vote.

  2. The Nominations and Election Committee shall prepare the list of the official candidates and shall announce the same to the general membership on Welcome Reception.

  3. If no candidate is found, the Nominations and Election Committee can leave that position open for nominations from the floor. The process of making floor nominations is subject to the following rules:

  4. A regular member can nominate himself or herself.

  5. A regular member cannot be nominated for more than one office.

  6. A member can't nominate more than one person for an office until everyone has had the opportunity to make nominations.

  7. A member can rise and decline the nomination during the nomination process.

  8. Voting shall commence during the convention at a specified date and time after the presentation of the candidates.

  9. Voting shall be by secret balloting using the official ballot form. Proxy voting is not allowed.

  10. Erasures or altercations in the ballot shall automatically nullify the votes. The chairman on his/her discretion can replace the ballot form only upon presentation of the spoiled ballot.

  11. Canvassing shall start after the final ballot has been cast.

  12. The Chairman shall randomly pick two (2) representatives from the general membership to countercheck all names read in ballots.

  13. No candidates shall be voted in absentia unless the Committee has been duly notified beforehand of a justifiable reason.

  14. Election results shall be determined by plurality votes, with candidates obtaining the highest number of votes declared elected.

  15. In the event of a tie, choice shall be made by a lot (cards, straws or coin toss) 

  16. Any candidate desiring to protest the election results shall within two (2) days after announcement of the election results file with the Electoral Committee a written protest setting forth the grounds of it.

  17. Rules and regulations not covered by the Election Code and which are deemed necessary shall be within the discretion of the Committee.

  18. Official interpretation of the above rules and regulations is reserved for the Committee and shall not be contested unless there is a violation of the Constitution.
